Specified preventative substances (specified agricultural chemicals) are substances recognized as “substances (chemicals) specified by the Minister of Agriculture, Forestry and Fisheries and the Minister of the Environment, the constituent substances of which have been identified and are known with certainty to cause no harm to farm produce, people, animals, and aquatic plants and animals” in the Article 2, Section 1 of the Revised Agricultural Chemicals Control Act.
